Giorgetti's idea: "Create a new local tax collection agency."

Local revenue collection, due to its specific characteristics, requires dedicated strategies and tools. The unique nature of local government revenue collection lies in the highly fragmented nature of the charges and the modest amounts to be recovered, in most cases. This makes organizing collection activities particularly complex, often proving uneconomical for both local governments and existing collectors. Consequently, it is more convenient for collection agencies to focus on revenue types and procedures with greater certainty, avoiding intervention in particularly problematic recovery areas.

This was stated by Economy Minister Giancarlo Giorgetti during the hearing before the Parliamentary Commission for the Implementation of Fiscal Federalism. "To address these challenges," the minister emphasized, "a strategic rebalancing of the Revenue Collection Agency's operations is essential, including by considering a new collection agency dedicated exclusively to the management and recovery of local taxes, with specialized personnel. The new agency could benefit from the economies of scale available at the national level, leveraging the Revenue Agency's available information assets and strengthening the interoperability of databases."

According to Giorgetti, "It is essential that this new entity be synergistically integrated with the current ADER structure to benefit from the experience gained thus far. Furthermore, it will work closely with technology partners such as Sogei and PagoPA to ensure effective integration of existing processes and databases. The new entity should have an advanced IT structure capable of integrating and cross-referencing the information needed to determine debt positions and monitor the individuals responsible for operational activities."
